The Human Resources Administrator is responsible to provide administrative assistance, research and confidential support to the Manager, Human Resources and Human Resources Department.

Compensation
$63,371 - $74,135

Qualifications
  • Completion of a Community College or Bachelor's Degree in Human Resources Management.
  • One (1) to two (2) years' experience in Human Resources or equivalent
  • Certified Human Resources Professional or Certified Human Resources Leader designation in progress; or willing to attain
Responsibilities
  • Provide coordination support for the recruitment process such as prepare advertisements and post jobs; screen resumes for selection of candidates for interviews; schedule interview times for selected candidates; prepare interview packages; participate in interviews as required; administer testing; conduct work references; advise candidates about selection outcomes; draft employment agreements and circulate for review and signature; monitor for return of completed employment agreement and file.
  • Coordinate and conduct onboarding of selected new employees; communicate corporate benefits, policies and procedures; issue new hire paperwork; review paperwork to ensure completeness; record and monitor document completion; follow up as required to request documents.
  • Coordinate and conduct employee training by updating the database with new employees, deactivation employees, issuing compulsory training to all new hires, monitoring completion of assigned training; reviewing and recommending training to meet organizational needs.
  • Assist in the development and revision of job descriptions by gathering sample information through research online and from other municipalities, and work with management to refine the responsibilities and skill requirements for the position.
  • Assist the Manager, Human Resources in the development and organization-wide execution of a People Plan with a focus on employee acquisition, retention, development and engagement strategy.
  • Coordinate and maintain the Alternative Work Agreement (AWA) program ensuring annual updates are facilitated.
  • Coordinate and conduct the performance appraisal process for the probation period review and annually (or more frequent as may be required); monitor/record completion of performance appraisals; identify corporate training opportunities; provide management with the employee compensation information for wage step increase approvals.
  • Provide administrative support for other Human Resources functions
  • Conduct active and ongoing Diversion, Equity and Inclusion (DEI) advocation throughout the organization through education and training.
  • Execute the Records Management system establishing and maintain files in paper and electronic format.
  • Responsible for active participation in the Joint Health and Safety Committee and as Recording Secretary.
  • As a member of the Wellness Committee, participate in and lead events and activities, encourage and support health and wellness initiatives in the Corporation.
  • Assist the Manager, Human Resources with monitoring matters respecting Occupational Health and Safety Act, Employment Standards, Workplace Safety and Insurance Act, Human Rights and related employee and labour legislation; establish and maintain Human Resources contacts and resources; maintain technical knowledge and skills in the profession.
  • Conduct research and gather data from other Municipalities to provide information on topics such as compensation, labour and employee relations matters, policy revision and development.
  • Assist the Manager, Human Resources in the development and execution of operating procedures for the HRIS and Payroll System.
