The Supervisor, Aquatics is responsible to plan, develop, promote, co-ordinate and implement aquatic programs based on community interest, trends and budget requirements; schedule, train and supervise aquatic staff and ensure compliance with all legislation pertaining to swimming pool operations.

$79,773 - $93,323 per annum (compensation is currently under review)
Qualifications
- Community College in Business Administration, Recreation, Physical Education, or a related field.
- Current Certification in National Lifeguard Service, Standard First Aid, CPR “C”, Lifesaving Swim for Life Instructor and Lifesaving Instructor.
- Three (3) to four (4) years Lifeguard and Aquatic Instructor experience, Supervisory experience and program development experience.
- Preference will be given to trained in Bronze Examiner, Life Saving Instructor Trainer, NL Instructor and Examiner, Lifesaving Swim Instructor and Trainer, and Aquatic Supervisory experience, Standard First Aid Instructor and Examiner.
- Knowledge and understanding of how to operate safety equipment (AED, Spinal Board).
- Current working knowledge of Ontario Health Regulations related to pool operations and Ministry of Labour Standards.
- HIGH FIVE certifications including Quest 1 and 2 considered an asset.
- Lead the aquatics planning (short and long term) for the Municipality of Port Hope including all aquatics programs, including but not limited to swimming lessons, leadership, aquafit, day camps, and special events. Organize and manage the implementation of safe aquatics programming for the Municipality including the creation, review and evaluation of lesson plans and provision of feedback to staff regarding objectives and purpose of individual programs and services.
- Engage with user groups and participants to determine program needs and incorporate programs based on research of aquatic trends or demand; plan, develop and implement programs to meet the demographics of the community, community interests and to maximize program participation; market, advertise and evaluate programs; identify, plan and co-ordinate special events; incorporate a ‘service focus’ in all activities and interactions with the public, apply ingenuity, creative thinking and industry research to implement feedback and suggestions for improvement.
- Develop pool schedules based on the community needs and user group requirements; annually evaluate the needs of the user groups and re-align the schedule to meet those needs; assess staff skill level relative to program requirements and determine (modify as necessary) staffing schedule which meets both program needs, skill requirements and staff availability.
- Ensure that the aquatic facility, staff and programs remain in compliance with all applicable provincial legislation and/or recommendations by applicable organizations (ie. Lifesaving Society, Health Department, Ontario Regulation 565). Make recommendations for the development and revision of appropriate aquatic policies and procedures to ensure the safe aquatics operation.
- Recruit, interview, supervise, train, lead and coach staff by assigning tasks, monitoring and providing supervision and feedback on tasks and skill development; evaluating skill requirements and individual abilities; identifying, planning and providing skill development training; and performance evaluation. Correct performance as required and initiate and document performance management. Coordinate training and maintain records for Aquatic staff certifications and training to ensure qualified staff for aquatic program operations and to meet provincial legislation.
- Complete Aquatic Instructor appraisals and HIGH FIVE ® Quest 2 evaluations as required to maintain certification.
- Plan, lead and develop communication strategies including calendars, social media, website, advertising and sponsorship and provide guidance to Corporate Communications in a collaborative manner.
- Research and submit grant applications for the aquatics division, including but not limited to employment grants, Provincial and Federal Programs, seniors funding and administer the required documentation in consultation with the Manager, Recreation, Culture and Events (“Manager”) and the Finance Department.
- Manage the aquatic program registration; review registration information and confirm programs to be offered or cancelled, address public inquiries and/or complaints regarding aquatic program offerings/schedule.
- Maintain an accurate filing system, attendance statistics and records related to Departmental aquatics programs. Evaluate content, effectiveness, staff delivery, customer service impacts and users feedback and adjust accordingly. Provide written and verbal reports on program and facility use and other related matters.
- Ensure that all approved policies and procedures are adhered to, as they relate to current Department and Municipal standards. These include, but are not limited to, proper submission of payroll information, bank deposits, monthly reports and invoice processing.
- Provide input on the development of operating and capital budgets as it relates to Aquatics and monitor budgets regularly, including oversight of purchase of supplies and equipment, staffing needs and revenue generation associated with aquatics implementation.
- Ensure provincially legislated equipment is available and in good working order; monitor and report general maintenance or repair requirements related to the equipment or the Jack Burger Sports Complex facility and communicate regularly with appropriate staff as necessary to correct deficiencies
- Teach aquatic classes which may not be accommodated by staff scheduling; teach and evaluate all advanced lifesaving, first aid, Swim instructor and lifeguarding courses or arrange alternate staff trained to the level required; perform on deck supervising of lifeguards and training as required. Lifeguard and or instruct as needed and assist with emergency coverage and regular coverages.
- Monitor Recreational software for account discrepancies, inventory and order aquatic related stock for the Pro Shop.
- Perform administrative tasks as required including but not limited to the following: enter and submit Payroll for staff, enter staff schedule into staffing software, (When I work) develop, implement and revise (as required) Pool Operation Policy and Procedures; develop and maintain accurate and efficient records management system for Aquatics; provide and review reports, information updates, statistical summaries and internal correspondence on an ongoing basis; administration of adherence to authorized provider agreements (e.g. (Lifesaving) service provider contract management;. Assist with aquatics budgets and track expenditures. Ensure municipal website up to date and provide materials for social media postings.
- Perform first aid when needed and assist other staff during emergencies, including staff debriefs where needed.
- Adhere to and ensure staff adherence to Ontario Pool Regulations, Lifesaving Society Guidelines, High Five Principles, Occupational Health and Safety Act requirements, Municipality of Port Hope policies and procedures and other related regulations.
- Adhere to high standards of ethical behaviour and demonstrate understanding that personal actions impact the public’s perception of the Municipality.
- Perform other duties as assigned by the Manager or designate.

- Heavy lifting required to demonstrate and/or perform emergency removal of individuals from the pool.
- When lifeguarding, significant standing is required, sustained concentration and attention to detail
- Significant interruptions from staff or public.
- Occasionally required to work evenings or weekends to instruct or supervise instruction or activities.
